I put in the larger gussets. It helped some. I think the actual cut of the legs is part of the problem. I didn't make the leg cuff much larger, vs having to make the waist almost 2x larger. This makes the angle more extreme. It doesn't affect walking in them and it will be under the skirt and probably never seen so I am carrying on with finishing the seams. Just something to keep in mind for next time.
