As to the skirt, I've run into this problem, and it still kind of mystifies me. I made a 16th-c petticoat a few months ago, putting the pleats too much at the back/sides, and it came out looking, interestingly enough, more like an 1870s silhouette. (Since it was a petticoat, I didn't bother to fix it, b/c I'm lazy.)

The only thing I can think of is to move the pleats more to the front of the skirt. You can leave the fabric flat in the front still, but you need more fabric in the front to avoid that stretched-taut look.

That's just what I'd try; take it for what it's worth. Whatever you try, good luck; oh, and stay away from the matches! ;)
